New Resource on Applying IHL to Arms Transfer Decisions

The ICRC recently released the second edition of Arms Transfer Decisions: Applying International Humanitarian Law and International Human Rights Law CriteriaThis practical guide aims to provides guidance on and indicators for assessing the risk of arms transfers being used to violate IHL or human rights law. This edition of the Guide, which was first published in 2007, takes into account the adoption of the Arms Trade Treaty in 2013 and other developments, and expands the publication’s scope to cover respect for human rights law, in addition to respect for IHL.

ICRC Press Release: States must end flow of weapons that fuels human suffering

The vice-president of the International Committee of the Red Cross (ICRC) has appealed for States around the world to cease the supply of arms and ammunition to parties to armed conflict who violate international humanitarian law (IHL). Speaking at the second Conference of State Parties of the Arms Trade Treaty (ATT) in Geneva, Christine Beerli said there were 'insufficient controls' on the transfer of conventional weapons.
