Yesterday, ICRC president Jakob Kellenberger called on Syrian authorities and all others involved in the violence to implement a daily, two-hour halt in the fighting so that humanitarian aid can reach those in need.

This urgent and rare public call by the ICRC reflects the gravity of the humanitarian situation in Homs and other parts of Syria, where it has become in recent days increasingly difficult for families to access food, water or medical care.

Eloi Fillion is deputy head of operations for the Near and Middle East at ICRC HQ and covers Syria. He explains why the ICRC president called for a daily halt in the fighting, the strictly humanitarian underpinning of this exceptional decision and how our team in Damascus intends to move forward.
